Where can I refer the FIFA sanction to a player who pulls up the front side of his jersey to cover his face when celebrating a goal?

[...] Marvel Comics enjoyed Ecuador striker Ivan Kaviedes’ masked goal celebration as much as Ecuafans. You’ll no doubt remember that after scoring the third goal in Ecuador’s 3-0 Group A win over Costa Rica, Kaviedes pulled a Spider-Man-like mask from his panatloons as a tribute to striker Otilino Tenorio, who died in a 2005 car crash. Tenorio used to don a similar mask during his own goal celebrations in Ecuador’s domestic league. [...]

After witnessing 2 very good performances by Ecuador, I was curious to find out about the goal celebration of Ivan Kaviedes, as the English commentators failed to mention it, I visited various websites & found out the whole story, which I find very moving. Well done to El Nine for honouring his friend & teammate, definately the best goal celebration of the World Cup so far. It seems Otilino Tenorio was a real character. It looks as if England & Ecuador may meet in the next round, so perhaps more England fans will get to know the meaning of the celebration. May the best team win.

[...] FIFA will not sanction Ecuador striker Ivan Kaviedes for his masked goal celebration against Costa Rica. Just so you read that right, let me say against: FIFA has decided not to impose punishment on El Nine for the mask. This is a great opportunity missed for FIFA. Don’t they love making senseless decisions that impugn what fans love about football? Huh. [...]

Excellent tribute. This needs to be properly told to all fans so it doesn't end up looking like showboating or gloating...instead a teams tribute to a friend and fellow player!

Hi~all,I'm in China. I watched the game between your country and Costatica. It's the pure score that great Mr. Kaviedes shot while the game was in latter end. Bless you and your team will come to the top. Congratulations!!!

[...] Top Man: Ivan Kaviedes. For an excellent goal and a touching celebration, that must have taken some serious planning. [...]
